Attacks on Health Care in Sudan

2022 SHCC Sudan Factsheet
The Safeguarding Health in Conflict Coalition (SHCC) identified 53 incidents of violence against or obstruction of health care in Sudan in 2022. In these incidents, 11 health workers were killed and 22 others injured, and hospitals were raided or forcibly entered at least 22 times, impacting health care providers’ ability to maintain safe staffing levels and patient care.

Sudan’s Doctors Falsely Accused of Siding with the RSF
This brief discusses widely viewed social media posts shared in Sudan between 15 April and 21 May 2023 which show that dominant social media account holders supporting the SAF attacked the Sudanese Doctors Syndicate for its neutral position in the armed conflict and accused the organisation of being partial towards the RSF and collaborating with the so-called “Janjaweed” militia. In some instances, social media users also threatened the syndicate with violent reprisals for its perceived support for the RSF.

27 June 2023: In Zalingei town, Central Darfur state, RSF soldiers attacked government buildings, including the Ministry of Health, and the Zalingei Hospital. Source: Radio Dabanga
 
30 June 2023: In Drushab suburb, Khartoum North city, Khartoum state, a laboratory specialist was killed  and patients beaten in an attack on the Shaheed Hospital by the RSF soldiers. 04 July 2023: In Omdurman city, Khartoum state, a Health Ministry employee was killed when he was hit by a bullet whilst inside the MSF-supported Saudi Maternity Hospital. The hospital was subsequently closed, with staff looking for a safer place to resume services. Source: MSF Sudan
 
07 July 2023: In Bara town and district, North Kordofan state, an unspecified number of health facilities were destroyed and 35 vehicles were looted from a market by the RSF. Source: ACLED1

08 June 2023: A widespread and coordinated campaign to divert donated wheat intended to those in need has forced USAID to suspend food aid to all of Ethiopia. Conflict Developments and Implications for Aid Agencies
The Jeddah Declaration of Commitment to Protect the Civilians of Sudan had a limited focus on humanitarian issues, while subsequent ceasefires had practically no effect on the fighting. This report provides insight on the conflicts developments and their implications for aid agencies.

29 June 2023: In Kherson city and oblast, a humanitarian aid distribution point was reportedly shelled by Russian forces, killing two civilians and wounding two others. Source: ACLED1
 
30 June 2023: Near Makiivka city, Luhansk region, a Ukrainian volunteer aid worker was reportedly injured when Russian forces shelled near the vehicle she was in. Source: ACLED1
 
05 July 2023: In Sadove village, Kherson oblast,  a humanitarian aid distribution point was reportedly shelled by Russian forces, injuring a civilian. Source: ACLED1
 
09 July 2023; In Orikhu city, Polohy raion, Zaporizhzhia oblast, a humanitarian distribution point was hit by Russian forces bombing. 07 July 2023: Off the coast of Castelverde town, Tripoli district, Tripolitania region, a Libyan Coastguard patrol vessel approached with high speed a rescue operation by the NGO vessel Ocean Viking, operated by SOS Mediterranee and the IFRC, and fired multiple shots at close range, causing injuries to passengers onboard. Sources: Euractiv and IFRC

03-04 July 2023: In the Jenin Refugee Camp, Jenin city and governorate, West Bank, Israeli forces confiscated the keys of two ambulances belonging to the PRCS, and seized the mobile phones of staff responding to an emergency call. Sources: MAP and Mondoweiss
 
03-04 July 2023: In the Jenin Refugee Camp, Jenin city and governorate, West Bank, Israeli forces obstructed a PRCS ambulance carrying a pregnant woman in labour on its way to hospital. Source: MAP
 
03 July 2023: In the Jenin Refugee Camp, Jenin city and governorate, West Bank, all UNRWA installations, including one health centre and four schools, were unable to operate due to violence and insecurity in the camp. Some sustained damages. Sources: Personal Communication and UNRWA
 
04 July 2023: In the Jenin Refugee Camp, Jenin city and governorate, West Bank, Israeli forces fired teargas several times inside the Khalil Suleiman Hospital, rendering the Emergency Room unusable due to smoke. Sources: MSF International I and MSF International II

11 July 2023: In Atrib town, Aleppo governorate, a Syrian LNGO volunteer was killed in a double-tap airstrike by Syrian regime forces that reportedly targeted the rescue’s team's vehicle with a guided missile. He was killed while conducting inspections in areas that had been targeted by artillery shelling from Syrian regime forces  Sources: Syrian Civil Defence I and Syrian Civil Defence II
