2023 Aid Worker KIKA Data
Between 01 January and 06 June 2023, 99 incidents where aid workers* were killed, injured, kidnapped or arrested (KIKA) have been documented by Insecurity Insight. In total 62 aid workers have been killed, 72 injured, 24 kidnapped and 34 arrested. At least 34 aid workers killings and 30 injuries reportedly took place in South Sudan. Aid worker arrests were most frequent in Myanmar where 21 staff have been arrested. Kidnappings were more commonly reported in Haiti and Nigeria (five aid workers kidnapped each).

Data is available for download on HDX and our website covering the period 01 January 2020 to 06 June 2023. The dataset includes the reported perpetrator, the weapons used, the type of organisation and programme affected as well as  anonymised available details about the affected staff. Central African Republic
15 June 2023: In Zemio town, Haut-Mbomou prefecture, a WHO consultant for a vaccination campaign was robbed by unidentified armed perpetrators. Source: OCHA
 
Democratic Republic of the Congo
13 June 2023: In Fizi territory, South Kivu province, the head of HEKS EPER NGO was kidnapped by unidentified armed men while he was driving on a motorbike towards Lusenda. His travel companion was also kidnapped and tortured but released a few hours later. The perpetrators demanded $20,000 dollars to release the NGO head and claimed to have kidnapped the staff member following a disagreement with a road renovation project in the area. The staff member was released on 17 June after a ransom was reportedly negotiated and paid. Source: ACLED1
 
Mali
09 June 2023: In Niangassagou  village,  Douentza commune, Mopti region, an NGO worker was kidnapped by suspected JNIM militants. Source: ACLED1
 
Nigeria
01 June 2023: In Damasak town, Mobbar LGA, Borno state, ISWAP militants claimed to have killed and later executed an aid worker. According to reports, the group specifically used the name of ICRC/Red Cross, though it is unclear if its member was the victim. Source: Chronicles of Lake Chad
 
South Sudan
01 June 2023: In Pageri payam, Magwi county, Eastern Equatoria state, two national UN implementing partners were physically detained and assaulted by the South Sudan Defence Forces (SSDF). The staff members were released the same day. Source: AWSD2
 
04 June 2023: Between Torit and Chukudum towns, Budi county, Eastern Equatoria state, three INGO national aid workers were injured by suspected armed individuals from Ikotos County while they were delivering seeds to farmers in Chukudum. Source: AWSD2
 
09 June 2023: In Renk town, Upper Nile state, a nationally recruited INGO aid worker was stabbed to death by unidentified armed perpetrators. Source: AWSD2
 
Sudan
19 June 2023: In Khartoum, soldiers from the Sudanese Armed Forces fired heavily on members of the RSF who were escorting an ICRC convoy carrying wounded army personnel. An RSF soldier got wounded. The attack took place at the last point in an area under RSF control, before the ICRC was scheduled to begin the evacuation process as per agreement. Source: Radio Dabanga

As reported on 23 June 2023: In Port Sudan city, Red Sea state, unidentified perpetrators blocked an MSF team from travelling to areas with greater medical needs. Source: MSF

Myanmar
02 June 2023: In Mrauk-U township and district, Rakhine state, eight volunteers were arrested by the military who stopped the volunteer vehicle they were travelling in. Seven staff members were released and one detained. Source: ACLED1
08 June 2023: In Rakhine state, the State Administration Council authorities banned the transportation of humanitarian aid to millions of people in communities struck by the 14/05 Cyclone Mocha. Source: BBC
 
09 June 2023: In Mrauk-U township and district, Rakhine state, vehicles providing relief service to locals affected by Cyclone Mocha were stopped by the Myanmar military who forced the organisations to give the vehicles to the military's Ministry of Social Welfare Relief and Resettlement. Source: ACLED1
 
21 June 2023: At a military checkpoint in Yinmabin township and district, Sagaing region, a male LNGO aid worker was arrested by the Myanmar military. The LNGO delivered aid to IDPs and a charity clinic serving the people in three townships in Sagaing region. Sources: Facebook, Mizzima, and Radio Free Asia

Occupied Palestinian Territories
19 June 2023: In the Jenin Refugee Camp, Jenin city and governorate, West Bank, two PRCS ambulances were hit by live ammunition and sniper fire amid an incursion throughout the city. One ambulance was rendered inoperable due to extensive damages. PRCS medical teams were prevented by Israeli soldiers from reaching and treating the wounded, whilst paramedics were attacked. Sources: MAPPersonal Communication I and Personal Communication II
 
21 June 2023: In Hawara town, Nablus governorate, West Bank, a PRCS ambulance was hit by teargas canisters of unidentified origin during a wider attack by Israeli settlers, causing damage to the front of the vehicle. Sources: PRCS and The New Arab
 
Syrian Arab Republic
04 June 2023: On the outskirts of Afrin city, Aleppo governorate, a landmine planted by an unidentified armed group detonated against a bulldozer belonging to the LNGO Syrian Civil Defence, injuring the driver. Source: ACLED1
Earthquake-affected Populations in Syria Weary of Corruption and Favouritism in Aid Distribution
This social media monitoring brief presents the findings of a review of the main social media trends related to aid distribution in Syria from 1 April to 30 May 2023. Its aims are twofold: (i) to gather beneficiary feedback on humanitarian aid distribution at a time when aid organisations are managing the humanitarian fallout following the February earthquake; and (ii) to identify possible misinformation, disinformation or malinformation targeting the humanitarian sector. The review yielded two principal findings:
  • Earthquake-affected populations generally suspect that the local distribution of international aid is marred by rampant corruption, fraud, and favouritism towards well connected and well-off people.
  • Humanitarian organisations such as the Syrian Arab Red Crescent, supposedly entrusted with the distribution of aid, are seen as part of the issue of aid diversion.

As reported on 13 June 2023: Update: In Aden city and governorate, Yemen’s branch of al Qaeda released a new video of a UN Department of Safety and Security employee, who was abducted in February 2022, appealing for his release, and warning that he and two of his fellow abductees were seriously ill. Source: The New Arab

14 June 2023: In Mesetas town and municipality, Meta department, three  Humanitarian Demining Mission staff members were kidnapped by the Second Marquetalia of the FARC who demanded a ransom for their release. The victims were rescued later the same day. Source: ACLED1
