Global Disaster Alert and Coordination System — Newsletter 09/07/2022
This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions, floods and droughts. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

The cyclone affects these countries: Nicaragua, Costa Rica, Panama, Colombia, Venezuela, Aruba, Netherlands Antilles, Trinidad and Tobago (vulnerability Medium). Burkina Faso – Attacks on civilians (ECHO FLASH 8 Jul 12:41:22 PM)
On 7 July, both security forces and civilians who were attempting to repair a bridge, which had been destroyed by an Improvised Explosive Device (IED) 10 days before, were hit by another IED on Sebba-Dori axis (Sahel region). At least 3 civilians were killed.
Direct targeting of civilians as well as of vital basic infrastructures is significantly increasing in the northern and eastern regions of Burkina Faso, and it causes massive displacements. For instance, due to an attack in Seytenga (Sahel region), 34 000 individuals fled to Dori (capital of the Sahel region) over the month of June 2022. DG ECHO has allocated funds to the Red Cross Movement to provide 840 shelters for the affected population.
In Burkina Faso, the conflict generates multi-sectorial humanitarian needs, while the lean season has put 3.4 million people in severe food insecurity. Only 21% of the 2022 Humanitarian Response Plan (HRP) has been financed so far.
Afghanistan - Flash floods (ECHO FLASH 8 Jul 12:41:22 PM)
On 5 and 6 July, heavy and unseasonal rainfall occurred across the central and eastern regions of Afghanistan. The most affected provinces are Nangarhar and Nuristan in the eastern region, and Ghazni and Parwan in the central region.
Afghanistan news report 16 casualties (including children). 20 people were injured and over 280 homes damaged. Critical infrastructure across nine provinces was damaged, including 4 bridges. As of 7 July, no displacement has been reported.
For the next 24 hours, moderate to heavy rain is forecast over eastern Afghanistan.
In the eastern region these are the second flash floods in less than a month. 19 people were killed and 131 injured in the flood event of 22-23 June.
Oman - Flash Floods (ECHO FLASH 8 Jul 12:41:22 PM)
Between 6 to 7 July, flash floods caused by heavy rainfall impacted the Governorates of Ad Dakhiliyah and Al Batinah South (northern Oman), resulting in casualties.
According to national authorities, two people died near Rustaq Town (Al Batinah South), and another person died in Al Hamra Town (Ad Dakhiliyah). Emergency teams rescued about seven people, as flash floods damaged several road sections.
Red warnings for thunderstorms have been issued for the Towns of Rustaq and Al Hamra. On 8-9 July, light to locally moderate rainfall is forecast over most of Oman.
Philippines - Floods (ECHO FLASH 8 Jul 12:41:22 PM)
Over the past few days, heavy rainfall has been affecting parts of Luzon, Visayas and Mindanao causing floods, flash floods and landslides that resulted in casualties and damage.
According to the national authorities of the Philippines and the ASEAN Disaster Information Network (ADINet), 14 533 people have been affected in Zamboanga del Sur Province (western Mindanao) due to flash floods events. Flash floods occurred also in Ifugao Province (northern-central Luzon) where three people have been injured, 23 were sheltered, 1 500 others were affected and one house was totally distroyed. Furthermore, in Cebu and Negros Occidental Provinces (central Visayas), more than 1 200 people have been affected by floods.
For the next 24 hours, light to heavy rainfall is forecast over most part of the country, particularly across Metro Manila, Central Luzon, CALABARZON, MIMAROPA, Cagayan, Isabela, Bicol Region, Western Visayas, and the Zamboanga Peninsula.
France - Wildfires (ECHO FLASH 8 Jul 12:41:22 PM)
Several wildfires have been burning across southern France, favoured by the current heatwave and increased wind intensity, resulting in casualties.
According to the Operational Centre for Inter-ministerial Crisis Management (COGIC), at least fifteen fires broke out in the Departments of Gard and Bouches-du-Rhône, burning an approximate area of 1 000 hectares.
During fire fighting operations, which involved 1 900 firefighters and 151 rescue personnel, 16 people sustained light injuries. Eight houses have been damaged, a holiday centre was evacuated and road traffic and railways were interrupted in the Communes of Générac and Arles (Gard). A wildfire in Bessèges Commune (Gard), has burned more than 600 hectares, prompting evacuations for several campsites, while an emergency accommodation centre was set up.
According to the JRC European Forest Fire Information System (EFFIS), the forecast of the fare danger between 8 and10 July is from extreme to very extreme over southern coastal France, including the departments already affected by the current wildfire events.
