Safety, security and access incidents Incidents of threats and violence affecting aid workers and aid delivery. Africa Burkina Faso 26 March 2023: Near Tougouri, Namentenga province, Centre-Nord region, two NGO food trucks were hijacked by suspected JNIM militants. Source: ACLED1 Ethiopia 21 March 2023: In Kobo town, Semien Wollo zone, Amhara region, Fano militiamen stole a convoy loaded with medical supplies en route to Tigray’s Mekelle city. Source: Sahan Research Mali 04 April 2023: In Menaka town and region, four armed men in a vehicle attempted to kidnap a NGO aid worker. The victim escaped unhurt. Source: Studio Tamani Niger 21 March 2023: At the Niamey checkpoint, Niamey, a humanitarian mission to Hamdallayeb was denied access by the police due to lack of an armed escort. Source: ACLED1 Europe Ukraine 16 March 2023: Between Bakhmut city and Chasiv Yar city, Donetsk oblast, an international volunteer was wounded when a Russian rocket hit a minibus carrying humanitarian aid. Source: AWSD2 25 March 2023: In Kherson city, raion and oblast, the Russian forces shelled a humanitarian aid delivery point in the city, injuring two people. Sources: Radio Kherson, Rubryka and Socportal Middle East and North Africa Libya 25 March 2023: Off the coast of Libya, in international waters, a vessel of the Libyan Coast Guard fired shots in the air near the humanitarian rescue ship SOS Mediterranee, as the latter was trying to respond to a distress call from approximately 80 migrants on a rubber boat, forcing the rescue craft to withdraw for its own safety. The stranded asylum seekers and migrants were then reportedly forced back to Libya. Sources: SOS Mediterranee and The New Arab Syrian Arab Republic 22 March 2023: In Aleppo subdistrict, district and governorate, Israeli missiles hit the Aleppo International Airport, causing material damage, and threatening the safety of humanitarian air passage. Sources: The New Arab I and The New Arab II Yemen 26 March 2023: In Sanaa, Houthi rebels restricted the entry of humanitarian aircraft, including those of the UN, until 30 March, after which they announced they would permit them only on Fridays. This move comes as commercial flights in and out of Sanaa were allegedly banned. Source: The New Arab The Americas Colombia A few days before 18 March 2023: Between Ocaña and El Carmen municipalities, North Santander department, Andes region, unidentified perpetrators stole a UN vehicle after forcing the car’s occupants to get out.
